It was the first country in Latin America to do so, and the gender identity law that followed in 2012 is still among the most far reaching anywhere. The practical effect for a visitor is that Buenos Aires is not a city where anything needs handling carefully. Palermo and San Telmo are where you will spend your evenings, and nobody will find you interesting.
Palermo Soho and Palermo Hollywood have the bars, the restaurants and the short walk home at four in the morning. San Telmo is older, cheaper and more atmospheric, and it is where the Sunday market and the queer milongas are.
Two neighbourhoods, both fine
The traditional milongas still run on traditional lines, but the queer milongas have been part of the city for two decades and roles there are whatever the pair decides. A class beforehand is the usual way in, and teachers are used to the question.
Ask for the queer milonga
The rest of the country is not one place, and a general rule about it would not help you much.
