That is the lowest of the four levels, the one that also applies to Japan, Iceland and most of western Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So the answer is already sitting at the top of the page you searched. The trouble is that a government advisory reads like a warning even when it is telling you to relax, and the same document goes on to mention muggings, express kidnappings and motorbike thieves without saying how likely any of that is. This guide does the part the advisory does not: it puts the level in context, names the handful of places and situations that account for most of what goes wrong, and separates the risks worth planning around from the ones worth forgetting.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The short answer, and where it comes from<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An advisory level on its own means little. It is worth saying plainly, because the question people are really asking is comparative: safer or less safe than the other trip they were considering.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other governments are a shade more cautious. Canada rates the country as a whole low risk but asks for a high degree of caution in greater Buenos Aires and in Rosario. The advisories are specific: stay on this street.<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">What Level 1 actually flags<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Read past the headline and the United States advisory names two things and only two.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Petty crime in tourist areas and across Buenos Aires.<\/strong> Theft of objects. Phones, bags, wallets, cameras.<\/li><li><strong>Drug related crime and violence in Rosario<\/strong>, in Santa Fe province.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The second one deserves a plain answer: Rosario is not on the tourist map. It is an industrial river port about three hundred kilometres from Buenos Aires with no national park, no wine region and no glacier. We run trips to twelve destinations in Argentina and Rosario is not one of them, for reasons that have nothing to do with safety and are simply that visitors do not ask to go there. The streets the advisories name<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Governments rarely name streets. For Buenos Aires, they do, which makes the list unusually useful. Between them the United States and Canadian advisories flag Congreso, Constitucion, Florida Street, Plaza de Mayo, Puerto Madero, the Recoleta cemetery, the area around the Retiro bus station, the Obelisk end of 9 de Julio avenue, and La Boca.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two things stand out about that list. First, most of it is the tourist circuit, which is the point: pickpockets work where the phones are, not where the danger is. Puerto Madero and the Recoleta cemetery are among the pleasantest places in the city and they appear on the list because they are full of distracted visitors holding cameras.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, one entry on the list is different in kind. La Boca comes with a specific instruction: stay on Caminito. The advisory notes that violent thefts happen on the neighbouring streets, and that is a genuine boundary rather than a general caution. Go for the painted houses, walk the four blocks, take the taxi back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The neighbourhoods where visitors usually sleep, Palermo, Recoleta and Puerto Madero, are not the problem. Ordinary city habits are enough here.<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">What actually goes wrong, in order of how often<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ranked the way an operator sees it across a season, rather than the way an advisory lists it:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>A phone leaves a table.<\/strong> Placed face down next to the coffee, gone while you look at the menu. This is the single most common incident and it is close to entirely preventable.<\/li><li><strong>A bag goes from the back of a chair<\/strong>, or from between the feet on a restaurant floor. Straps over shoulders, bags on laps.<\/li><li><strong>The distraction pair.<\/strong> One person asks directions or points at a stain on your jacket while the other works. If two strangers engage you at once in a crowd, step back and hold your bag.<\/li><li><strong>Motochorros.<\/strong> Thieves on a motorbike snatching a phone through an open taxi window or from a hand at a kerb. Windows up in traffic, phone away at junctions.<\/li><li><strong>Counterfeit notes in change.<\/strong> More an annoyance than a crime, and it happens most often with cash paid in a hurry.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Notice what the list is: five ways to lose an object. Express kidnapping appears in the advisories and does occur, overwhelmingly at night, around cash machines, involving someone who was withdrawing money alone in the dark. The mitigation is the same one a local uses, which is to draw cash indoors and in daylight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cash deserves a section of its own, because in Argentina it is bound up with exchange rates and card fees rather than with crime. This is the one moment in a trip when a tired traveller with luggage is easiest to read.<\/li><li><strong>\u00bfEs Argentina un pa\u00eds seguro? Avoid the street machine at night, which is where the rare serious incidents cluster.<\/li><li><strong>Keep the phone away on the street.<\/strong> Not hidden, just not in your hand at a kerb or hanging out of a taxi window.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">One more, less obvious: demonstrations are frequent and roadblocks with them. They are political rather than aimed at visitors, but they close avenues and delay airport runs at no notice. If you have a flight, leave earlier than the map says. On a guided trip this is somebody else\u2019s problem, which is a large part of what a local operator is for.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">If something does happen<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Most of what goes wrong is a lost object, and the practical question is not safety but paperwork. Emergencies go to 911, the same number across the country. For a theft, what you need is a police report, the denuncia, because without it a travel insurance claim goes nowhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two things make that easier and both are decided before you leave. Keep a photograph of your passport and of the serial numbers of your phone and camera somewhere you can reach without the phone. And check that your insurance covers electronics at their replacement value rather than a token amount, because a snatched phone is the claim you are statistically most likely to make on an Argentina trip.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Filing the report is a Spanish language process. If you are with a hotel or a local operator, hand it to them: a call from someone who does this regularly turns an afternoon into twenty minutes, and it is the sort of thing that quietly justifies booking through someone on the ground.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Solo travellers, women and travellers over sixty<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Argentina is a common destination for people travelling alone, and the pattern of risk does not change much by traveller: it stays theft of objects rather than harm to people. What changes is exposure. Someone alone has no second pair of eyes at a cafe table, and someone arriving after a long flight is at their least alert exactly when the airport transfer decision comes up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The practical adjustments are small: book the first night and the first transfer before you land, keep the arrival day light, and treat the first forty eight hours as the part of the trip to spend money on rather than economise. It is worth knowing about and it is not a reason to change the trip.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where the risk is not crime at all<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The advisories are city documents, and Argentina is mostly not a city. Once you leave Buenos Aires the things that actually hurt people change completely.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Distance and weather in Patagonia.<\/strong> Wind, exposure and long gaps between towns. Weather closes roads and cancels boats, and a tight itinerary is the real hazard rather than any person.<\/li><li><strong>Altitude in the northwest.<\/strong> Salta and Jujuy climb past three thousand metres on ordinary sightseeing days. Ascend gradually and give the first day at height nothing strenuous.<\/li><li><strong>Sun and water.<\/strong> The southern sun is fierce at altitude and on ice, and remote stretches have no shade and no shop.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">None of this appears in a crime advisory, and all of it is more likely to spoil a trip than a pickpocket. The country sits at the lowest advisory level the United States issues. The violence its advisory names is in a city you have no reason to visit. What remains is theft of objects in crowded places, which is the same problem as Rome or Barcelona and answers to the same five habits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The honest risk to your trip is not crime. It is a plane that does not connect, a road closed by weather in Patagonia, a day lost to altitude in the north, or a cash machine you could not find on a Sunday.
